Caixin London Atlantic Dialogue | Li Wenxuan, Chairman of PCG Power: Advancing In-depth China-Europe Collaboration in New Energy Technology, Markets, and Finance
2025.05.13
Recently, the 2025 Caixin London Atlantic Dialogue was held in London, UK. The event brought together policymakers, professionals, investors, and entrepreneurs from the UK, the EU, Asia, and the United States, who engaged in in-depth discussions on key issues such as China-Europe-US economic and trade relations, geopolitics, science and technology, and energy transition. Li Wenxuan, Chairman of PCG Power, was invited to attend the event and delivered a featured address.
Strengthening the Resilience of China-Europe Green Collaboration
As global climate governance faces severe challenges, green transitions have emerged as a key issue of widespread global concern. What roles will major players like China and the EU assume in this process? During the panel discussion on clean energy transition, Erik Berglof, Chief Economist of the Asian Infrastructure Investment Bank, Li Wenxuan, Chairman of PCG Power, and Tim Heal, Group Director of Strategy at Octopus Energy, shared their insights and experiences from the perspectives of policy, industry, and capital. Together, they explored feasible paths for global climate governance and clean energy transition, as well as directions for international cooperation.
Li Wenxuan stated that China’s new energy sector has achieved rapid growth and large-scale application, underpinned by its mature supply chains and robust technological capabilities. As a result, Chinese providers can now deliver green electricity at a lower cost per kilowatt-hour than coal-fired power. Leveraging its strengths in production, technology, supply chain, and finance, PCG Power has accumulated substantial hands-on experience on the power generation side of the new energy value chain. In contrast, Europe boasts a well-established electricity market and leads in market-based energy transactions and system flexibility on the consumption side. This complementary dynamics present potential opportunities for China–Europe cooperation in the energy sector: One of the key objectives is to produce green energy at a lower cost and facilitate efficient linkages between power generation and consumption, better balancing the peak-valley differences in supply and demand.
When it comes to the challenges posed by global trade barriers in the new energy sector, Li Wenxuan, Chairman of PCG Power, emphasized that a dual strategy of "stimulating domestic demand while expanding into international markets" is essential to addressing structural overcapacity. He pointed out that overcapacity is a temporary phase in the development of the industry, which needs to be transformed into global green production capacity through international cooperation, rather than being caught in a zero-sum game under trade barriers. To this end, PCG Power is actively expanding its international footprint, with operations already established in New Zealand, Indonesia, and the Middle East. Through a model of "technology export + localized cooperation," the company is pressing ahead with project implementation around the world. Looking ahead, PCG Power aims to further drive deep integration between China and Europe across technology, markets, and finance, positioning itself as a core enabler of the global low-carbon energy transition.
As the largest electricity supplier in the UK, Octopus Energy has expanded its operations to 18 countries globally, serving over 7.2 million customers. It is also one of the world’s most highly valued unicorn enterprises in the energy sector. Octopus Energy has pioneered an industry-leading Virtual Power Plant (VPP) model that aggregates distributed energy resources (DERs), energy storage devices, and load resources on the user side. Powered by its self-developed Kraken energy management platform, the VPP leverages AI and IoT technologies to dispatch distributed energy resources in real time. This approach can balance grid load, reduce electricity costs, and enhance the flexibility of the power system through three key dimensions: intelligent dynamic pricing, precise matching of electricity supply and demand, and advanced demand-side management.
Going forward, PCG Power will partner with Octopus Energy in key areas such as Virtual Power Plants and energy digitalization, jointly driving the global transition towards a cleaner, more economical, intelligent, and reliable energy system.
